Noelle Kowalczyk is a Research Fellow at the Independent Institute. She formerly practiced law in New York City. She is a member of the Federalist Society for Law and Public Policy Studies. She received her J.D. from the University of Buffalo, State University of New York.
Ms. Kowalczyk served as a managing partner of Smith Valliere PLLC, which was named New York City’s Small Law Firm of the Year by SmartCEO magazine in 2015. Prior to joining Smith Valliere, Ms. Kowalczyk was an equity partner at Kasowitz Benson Torres & Friedman LLP in New York City. She has an AV Preeminent Rating, which is the highest rating available from Martindale-Hubbell.
During her career, Ms. Kowalczyk has handled a wide variety of cases, including one of the largest toxic tort cases in American history—a matter that settled with a related action for approximately $700 million dollars. Among her other high-profile representations, she represented plaintiffs in a constitutional challenge to the Regional Greenhouse Gas Initiative (RGGI), which is a cap-and-trade program concerning carbon emissions. Ms. Kowalczyk has substantial experience in constitutional law and related litigation.
Ms. Kowalczyk has edited several major non-fiction books including a New York Times bestseller. After law school, she served as a law clerk to the New York State, Appellate Division.
